3. Do you qualify by income?

  • Must include all members of the household on the application, whether they have income or not
    (children, grandchildren, parents, ex-spouse, etc.)

  • Annual Income of all members must be totaled

  • TOTAL ANNUAL INCOME must be equal to or below the income level defined by HUD to qualify
    (HUD defines them based on location and number of household members)


INCOME DOCUMENTS REQUIRED:

Current Paystubs based on the FREQUENCY of income (weekly, bi-weekly, monthly, semi-monthly) for the last 30 days

Verification of Employment if you are currently or were previously working. Instructions are attached to the form to indicate how to fill this out and to whom to send it. This form provides us with: Employer Name, Employment Type (Full Time, Part Time, Seasonal, Irregular), Pay Frequency (Weekly, Bi-Weekly, Semi-Monthly, Monthly), Length of Employment, Date of last pay increase/raise

2023 and 2024 FEDERAL income tax returns and all attachments (W-2’s, 1099’s, schedules, etc.) for each household member required to file. NOTE: do not send Michigan or city tax returns; do not send just the 1040 form (pages 1-2), do not send 1040 transcripts from the IRS - send all forms

Documents based on the TYPE of income (Social Security, Pension, annuities, insurance policies, child support, unemployment, self-employment, rental income, etc.) See the application checklist for more details.

Household members 18 or older who are not employed or receiving income of any kind must submit a signed Zero Income Affidavit

The following are GENERALIZED EXAMPLES of documents needed for different work scenarios.

Retired
Example:
Evelyn is retired with Social Security and a pension. She is not required to file Federal Income tax returns.

She would need to file these income documents:

  • Social Security award statement for 2025

  • Current Pension statement

Retired/disabled Example:
William is retired with Social Security. He is not required to file Federal Income tax returns. He became disabled after having a stroke while retired.

He would need to file these income documents:

  • Social Security award statement for 2025

Current Worker Example:
Felicia is currently working and receives her paycheck every 2 weeks (bi-weekly). She files income tax returns every year.

She would need to file these income documents:

  • 2 most recent paystubs

  • Verification of Employment – filled out by the Human Resources Dept. of her current employer

  • 2023 and 2024 FEDERAL income tax returns and all attachments (W-2’s, 1099’s, schedules, etc.) (Michigan or city returns are not needed)

Self-Employed Example:

  • Profit and Loss Statements for his business for last 2 years

Steve is John’s 20-year-old son. He doesn’t want to work for his dad. He has no income.

John would need to file Steve’s income document as part of his application:
